Closing as duplicate: this branch was already merged via #102 (merge commit 3122e89) after the original runner session opened it post-gates. The review fixes (c4de134, 7d11488) are included in that merge. Keeping #102 as the record. The hidden UC-OP-02 5000 ms budget finding stands as an operator item (see #90 thread).
