- Forgejo rejects secret names with reserved FORGEJO_/GITEA_/GITHUB_ prefixes,
  so secrets.FORGEJO_RELEASE_TOKEN could never exist and the release job always
  failed its guard. Renamed to GOTOI_RELEASE_TOKEN (env: GOTOI_RELEASE_USERNAME).
- Removed the publish-images job: every Forgejo job container gets no docker CLI,
  no usable /var/run/docker.sock mount, and no CAP_SYS_ADMIN, so neither a nested
  daemon nor a daemonless builder can run. Verified with four probes.
- Updated RELEASING_INSTRUCTIONS.md, DEPLOY-K8S.md, scripts/README.md,
  CHANGELOG.md, and UC-OP-19/24/27/28.
