Batch promotion. Adds the test-marketing CI job (mirrors test-dashboard) and the docs/AGENTS/CHANGELOG updates. Refs UC-OP-19, UC-OP-26, UC-OP-27.

Batch promotion. Adds the `test-marketing` CI job (mirrors `test-dashboard`) and the docs/AGENTS/CHANGELOG updates. Refs UC-OP-19, UC-OP-26, UC-OP-27.
The marketing app (marketing/) had no CI job, while the dashboard had
test-dashboard and the docs site had check-docs. Add a test-marketing job
mirroring test-dashboard (frozen install, check, test, build) and make the
build and release jobs wait on it.

The job-count and job-list enumerations in RELEASING_INSTRUCTIONS.md,
scripts/README.md, UC-OP-28, and docs/agent-pipeline/forgejo-enforcement.md
still said four/five/seven. Point them at the eight-job set and add
test-marketing where the release/binaries preconditions are listed.
