Right-click context menu on /agents/installs: Select / Unselect / Decommission selected. Row checkboxes in selection mode, two confirmations before POST /agents/bulk op:delete, 'Enroll agent' removed, 'Install help' becomes primary 'Install agent'. New UC-FE-95 with bidirectional related links in UC-FE-65/68/87.

Gates (orchestrator re-run): docs/use-cases/_check.py ok (351 UCs), check-ai-headers ok, check-type-mirror ok, dashboard svelte-check 0 errors, vitest 240 passed, 'Showing lines' scan clean.
