What the title says, this is something wrong. It has to create a plan only if the user asks to.

9152969fixes the regression my earlier prompt text caused: UC-MW-115's 2048-token compaction harness went 422. Restored the original system-prompt line and shortened both tool descriptions to net-shorter-than-develop (gate is in code). Gates now: uc-mw-115-control-chat 12/12; uc-mw-137 5/5; uc-check, ai-headers, type-mirror ok. Commit:7c2abe9UC-MW-137;4a47de6gate+tests;9152969prompt shrink. 33143a0fails the same ~20 unrelated tests (541 pass/20 fail) as this branch (545 pass/18 fail). No test was weakened or skipped.Needs a human: merge into develop. Behaviour change is a conservative English guard rail in code - review whether the request-verb/noun heuristic is acceptable, or whether you would rather gate it on an explicit UI affordance.
