ci: make preflight docker-free; probe job-container docker access ... a2ddd09eef

The preflight job declares no container:, so the runner executes it in the
default node:20-bookworm image, which has no docker CLI. Its
`docker compose config` and `docker run caddy validate` steps therefore
failed with 'docker: command not found' (exit 127), blocking build, release,
and publish-images on every run since preflight was introduced.

Fetch the standalone compose v2 and caddy release binaries instead and run
the same validations daemon-free. Verified inside node:20-bookworm:
SHELLS_OK, COMPOSE_OK, CADDY_OK.

probe-docker.yml is a throwaway that answers whether a job container can
reach a Docker daemon; it is removed before this reaches main.
