The v0.2.0 tag run created the Forgejo release and attached all six assets, then
failed in scripts/publish-agent-catalog.sh: python urllib's default
Python-urllib/3.x User-Agent is blocked by the host's Cloudflare rule, so
GET /releases/{id} returned 403 'Error 1010: Access denied'. curl worked because
it sends curl/x.y.

- publish-agent-catalog.sh: send User-Agent on all three urllib openers.
- build-agent.yml release step: reuse the tag's existing release and replace
  same-named assets, so a rerun after a partial failure does not 4xx.
