What

Adds a test-marketing job to .forgejo/workflows/build-agent.yml, mirroring test-dashboard: cd marketing && bun install --frozen-lockfile --ignore-scripts && bun run check && bun run test && bun run build. Wires it into the needs: of build and release.

Why

The dashboard and docs site each had a CI gate (test-dashboard, check-docs); the marketing app had none. The image publish path already includes marketing (scripts/publish-container-images.sh, deploy/docker-compose.yml, UC-OP-27). This closes the remaining parity gap.

Verified

marketing: bun run check (0 errors), bun run test (17 passed), bun run build (adapter-static OK)
python3 docs/use-cases/_check.py OK, scripts/check-ai-headers.py 587 ok, scripts/check-type-mirror.py exit 0
no read-tool pagination footer

ci: add test-marketing job so marketing has the dashboard's gate (UC-OP-19) e715b11009

The marketing app (marketing/) had no CI job, while the dashboard had
test-dashboard and the docs site had check-docs. Add a test-marketing job
mirroring test-dashboard (frozen install, check, test, build) and make the
build and release jobs wait on it.
