The shared system plans (machine-control, evidence-gather, agent-test) no longer appear in the /plans list or in rule plan-pickers for non-instance-operators; direct detail URLs like /plans/machine-control stay reachable so the executions surface the issue links to keeps working (browsablePlans() helper, UC-FE-98).

Note: the UC is numbered UC-FE-98 in this PR; PR #55 (plan download) took UC-FE-97 first. This branch was rebased onto the post-#55 agent-develop and the clobbered UC-FE-97 plan-download links were restored in a follow-up commit.

Independent review (9router/reviewer, separate session): FIXED 2 - stray conflict marker removed, stale UC citations retitled. All gates green: UC catalog 0, ai-headers 0 (571), type-mirror 0, dashboard test 246 pass, dashboard check 0 errors, hidden test UC-OP-02 pass. Middleware and agent untouched.
