Moves the personalization page from /operator/personalization to /settings/personalization per issue #70 — theme/accent preferences are per-user, not instance-operator.

  • Route moved under dashboard/src/routes/settings/personalization/; page behaviour unchanged (system/dark/light + accent tint picker, localStorage-only).
  • All pointers updated: nav/sidebar, destinations.ts, page-help.ts, usecases-frontend test lists, e2e nav_selenium.py.
  • Old URL kept as a 308 shim to the new path (matches the /config/* pattern); operator gate not needed on the new path since the page reads nothing from middleware.
  • UCs updated: UC-FE-99, UC-FE-08, UC-FE-80.

review: FIXED 2 (independent reviewer restored profile-href assertions the move dropped, fixed UC-FE-08 Settings submenu list; 2 review: commits on top of 4 implementer commits).

Gates: _check.py green (358 UC files), ai-headers 574 ok, type-mirror green, dashboard vitest 251/251, svelte-check 0 errors (7 pre-existing warnings), dashboard build green, hidden-tests exit 0. Refs #70.

The accent tint is a per-user preference; the operator layout gate no longer
applies to it. Refs #70
Personalization becomes a Settings submenu item so every signed-in user
reaches it; the Operator group keeps only instance-operator surfaces. Refs #70
UC-FE-80/-FE-83/-FE-85/-FE-99 lists now name /settings/personalization; the e2e
walk follows the old /operator URL as a redirect. Refs #70
UC-FE-99 now describes a signed-in-user Settings page with a 308 shim on the
old route; UC-FE-08/-FE-80 drop it from the Operator module. Refs #70
