Summary

Canvas drift fixes for docs/agent-pipeline/flow-canvas.html:

  • Review-skip box added between Worktree and Review — explains when §4.6 is auto-skipped (small-doc diffs, empty diff, docs-only) and the dual-signature addon (REVIEW: SKIPPED comment).
  • Guard box updated to mention transcript mtime + zombie-session detection (guard v3 + v4).
  • Review box amended to say "static-only, no branch-recovery deliberation".
  • Instruments table updated: new TARGETED_GATE row, GOTOI_LOOP cron entry, SKIP_REVIEW addon, ZOMBIE_DETECTOR addon.
  • What-is-open rows: new rules explained (reviewer-static-only, no-deliberation, integration-promotion-on-success).

Why this is in agent-develop, not develop

Pure documentation. Sibling branches (issue/86, issue/87, issue/88) advance control-agent, plans, rules — but the canvas needs the same drift fixes. Merging the canvas deltas here keeps the agent-pipeline doc self-consistent with the runner behavior that we'll see in the next 4–5 days of cron fires.
