Release-candidate promotion. Contents:

• #121/#122: new test-marketing CI job (install, bun run check, bun run test, bun run build in marketing/), gating build and release alongside the other five test jobs (UC-OP-19).
• #123: every CI job enumeration (RELEASING_INSTRUCTIONS.md, scripts/README.md, UC-OP-28, docs/agent-pipeline/forgejo-enforcement.md) now lists test-marketing.

No middleware/dashboard/agent runtime change. test-marketing already ran green on agent-develop (0152fcf1, 1m50s).

ci: add test-marketing job so marketing has the dashboard's gate (UC-OP-19) ... e715b11009

The marketing app (marketing/) had no CI job, while the dashboard had
test-dashboard and the docs site had check-docs. Add a test-marketing job
mirroring test-dashboard (frozen install, check, test, build) and make the
build and release jobs wait on it.

The job-count and job-list enumerations in RELEASING_INSTRUCTIONS.md,
scripts/README.md, UC-OP-28, and docs/agent-pipeline/forgejo-enforcement.md
still said four/five/seven. Point them at the eight-job set and add
test-marketing where the release/binaries preconditions are listed.
