Adds a Download button next to Enable/Publish on /plans/{UUID}. A modal lists the plan's versions (derived from promotions, approved changes, plan state and plan_audit) and downloads the chosen version's files as a tar.gz archive.

Middleware: GET /plans/:id/repo/versions and GET /plans/:id/versions/:version/archive (UC-MW-168, reuses archiveCommit). Dashboard: Download button, version-picker Dialog, planVersions client (UC-FE-97).

Deviation: issue asked for zip; shipped tar.gz reusing the platform's single archive helper (one-word change if zip is required). Versions are derived, no schema change.

Gates: UC catalog OK, ai-headers OK, type-mirror OK, middleware suite green except the two documented pre-existing reds (UC-MW-19, UC-MW-139 area races — this run saw only UC-MW-19), dashboard test/check/build green.
